There are lots of "how-to" resources online (including YouTube videos) for both tools above and beyond the good information that is provided by the developers. It's an open source (free) captioning editor for PCs that does that has tons of features including editing subtitles/captions, syncing subtitles, creating subtitles/captions from scratch, and even subtitle translation.
